Standard Acquisition Clauses and Conditions (SACC) Synopsis

The Standard Acquisition Clauses and Conditions (SACC) synopsis is a summary of the changes that were introduced in the current Standard Acquisition Clauses and Conditions. The synopsis is identified by a version number consisting of four digits representing the calendar year and a sequence number. For example, "Version 2012-1" identifies the first release for the calendar year 2012.

SACC Synopsis Version 2023-1

The following revisions to the Standard Acquisition Clauses and Conditions (SACC) are included in Version 2023-1, dated June 8, 2023.

• The SACC Manual was updated to incorporate changes related to the following policy notifications:
  • Policy Notification 155: Basis of payment
  • Policy Notification 157: Standard on the Disclosure of Greenhouse Gas Emissions and the Setting of Reduction Targets
  • CanadaBuys Notification 003: General Conditions 2030ACB: Higher Complexity - Goods and General Conditions 2035ACB: Higher Complexity - Services for use in CanadaBuys (SAP Ariba)

• The following clauses were modified to fix the hyperlink to CPC’s Connect service website:
  • 2003: Standard Instructions - Goods or Services - Competitive Requirements
  • 2006: Standard Instructions - Request for Standing Offers - Goods or Services - Competitive Requirements
  • 2008: Standard Instructions - Request for Supply Arrangements - Goods or Services

Subsection 5.D: Delivery, Inspection and Acceptance

D5510C: Quality assurance authority (Department of National Defence): Canadian-based contractor: modified to reflect current updates to the contact information to the Quality Assurance Representative list of locations for work.

Subsection 5.K: General Conditions - Modifications

K0013C: Disclosure Certification: clause remarks have been modified to correct a reference mistake.

K3200T: Basis for Canada’s Ownership of Intellectual Property: links to the “Policy on Title to Intellectual Property Arising Under Crown Procurement Contracts” from that clause have been updated.
