Changes to the Procurement Review Policy

Purpose

The purpose of Policy Notification (PN) 138 is to inform Acquisitions Program contracting officers of the rescission of Procurement Review Policy and its impact on the Procurement Review Committee (PRC).

Effective date

This policy notification is effective immediately. The Supply Manual has been updated to reflect this PN.

Introduction

This policy notification provides information on the new Treasury Board Policy on the Planning and Management of Investments in support of procurement modernization.

Overview

The Treasury Board (TB) Policy on the Planning and Management of Investments took effect on April 11th, 2019 as part of the TB Policy Suite Reset Phase I, and replaces four policy instruments, including the Procurement Review Policy. This new policy eliminates the Procurement Review Committee (PRC) along with the requirement for buyers to submit procurements for socio-economic and environmental review. Departments were allowed a transition period and the cessation of the PRC, as with most requirements of the new Policy took effect on October 11th, 2019.

As of October 11th, each department must ensure that its investment decisions take into consideration opportunities to advance government socio-economic and environmental objectives, such as accessibility and reducing greenhouse gas emissions. This responsibility will fall under the responsibility of the Senior Designated Official, as described in section 4 of the new policy.
