Remarks – Recommended Use of SACC Item

Include the following in solicitations subject to the Nunavut Directive and will evaluate Inuit Benefits Plans (IBP) – Adjust appropriately.

For each new procurement that is subject to the Directive, an up-to-date supplementary template (Inuit Benefits Plan (IBP), IBP Progress Report and IBP Evaluation) must be obtained from Strategic Policy Sector’s Indigenous Procurement Policy Division (IPPD).

Note: These solicitation clauses cannot be used in conjunction with SACC Manual items A3000C, A3000T, A3001T, A3002T, M3030T, M9030T, S3035T, or S3036T.

Bids will also be evaluated according to weighted-and-rated Inuit Benefits Criteria and Nunavut Benefits Criteria. Bidder submissions for both of these criteria are to be combined in an Inuit Benefits Plan (IBP), as described in Annex “___” (Inuit Benefits Plan), in which Bidders should detail how they will integrate the following elements in carrying out work under this requirement: (Insert applicable options from the list below)

  1. Inuit employment (either directly or through subcontractors);
  2. Inuit training and skills development (either directly or through subcontractors);
  3. Inuit ownership (Contractor and subcontractors); and
  4. Location in the Nunavut Settlement Area.

The commitments contained in an IBP will form part of the resulting contract.

Implementation of the Contractor’s IBP will be ensured through close monitoring and requiring, at a minimum, that each invoice be accompanied by an IBP Progress Report (See Annex “___” (IBP Progress Report)) which demonstrates that contractual obligations were fulfilled.
