Remarks – Recommended Use of SACC Item

Use the following clause in contracts when the requirement is not subject to the GHG Disclosure Standard but there is a requirement to include environmental considerations, and in competitive and non-competitive contracts when the GHG Disclosure Standard applies but market readiness is low or cannot be determined.

Contracting officers must select one of the options provided.

Option 1: Use this option in resulting contract clauses for competitive requirements when point-rated evaluation criteria related to setting of greenhouse gas (GHG) emissions disclosure and reduction targets, or participation in the Net-Zero Challenge or equivalent are included in the solicitation but the successful bidder did not respond to the evaluation criteria. Alternatively this option can be included in competitive requirements where no solicitation clause was included, and non-competitive requirements subject to the GHG Disclosure Standard, when market readiness is low or cannot be determined.

Option 2: Use this option for non-competitive requirements subject to the GHG Disclosure Standard, and in contracts not subject to the GHG Disclosure Standard where there is a requirement to include environmental considerations.

Use this clause in conjunction with A9076T, A3016T, A3017T, A3018T and A3019T if applicable. Use this clause in conjunction with A3015T and A3015C if the high complexity or medium complexity templates are not used.

Option 1

Instruction to contracting officers: Select “calendar” or “fiscal” accordingly prior to issuance of the solicitation.

Public Disclosure of GHG Emissions Inventory

The Contractor must publicly disclose its previous (Select one: calendar/fiscal) year’s verified GHG emissions inventory within (__) calendar days of contract award. This may include publication on its corporate website by the end of the (insert calendar/fiscal year or other time period as appropriate), or inclusion in its Annual Report for the year (insert calendar/fiscal year of report required).

Option 2

Instruction to contracting officers: Insert the number of calendar days prior to issuance of the solicitation. If applicable, insert the name of the equivalent initiative the Contractor will participate in, if not participating in the Net-Zero Challenge.

Disclosure of Greenhouse Gas emissions and Setting of Reduction Targets

Within (__) calendar days of contract award, the Contractor must demonstrate that they have established or are working towards establishing science-based Greenhouse Gas (GHG) emissions reduction targets through one of the following options:

  1. Participation in Canada’s Net-Zero Challenge or (___________) (if applicable, insert name of equivalent initiative once available), demonstrated through provision of a letter of participation; OR
  2. A company-specific strategy which must include all of the following:

    1. Obtain verification of GHG emissions inventory and reduction for the previous calendar year by an accredited and independent third party within (__) calendar days after the end of the calendar year being verified.
      1. Accredited means recognized by one of the following GHG accreditation bodies: the American National Standards Institute (ANSI), the California Air Resources Board (CARB), the Standards Council of Canada (SCC), the International Auditing and Assurance Standards Board (IAASB), or other accreditation bodies recognised by the International Accreditation Forum (IAF).
    2. Set emissions reduction targets for Scope 1 and 2 emissions in accordance with the Paris Agreement.
      1. Scope 1 emissions are direct emissions from owned or controlled sources (i.e. company facilities and company vehicles).
      2. Scope 2 emissions are indirect emissions from the generation of purchased energy (i.e. purchased electricity, steam, heating and cooling for own use).
    3. Document its GHG emissions reduction targets for Scope 1 and Scope 2 emissions in a corporate strategy document.
    4. Publicly disclose emissions reduction targets. This may include publication on its corporate website by the end of the (insert calendar/fiscal year or other time period as appropriate), or inclusion in its Annual Report for the year (insert calendar/fiscal year of report required), for example.
    5. Publicly disclose its previous calendar year’s verified GHG emissions inventory. This may include publication on its corporate website, or inclusion in its Annual Report for the year (insert calendar/fiscal year of report required), for example.

    The Contractor must advise the Contracting authority within (__) calendar days of contract award, which of the two (2) GHG emissions reduction strategies the contractor will adopt for the duration of the Contract including any option periods or extensions. The Contractor must provide (insert “annual”, “biannual” or other time period as appropriate) updates to the Contracting authority on its progress in achieving its GHG reduction targets. The contractor/offeror/supplier must notify the Contracting/Standing Offer/Supply Arrangement authority if they are no longer participating in an initiative.
