Remarks – Recommended Use of SACC Item

Use the following clause in competitive solicitations or requests for standing offers or supply arrangements for procurements valued above $25 million CAD including taxes, fees and options, which include point-rated evaluation criteria related to setting of greenhouse gas (GHG) emissions disclosure and reduction targets, or participation in the Net-Zero Challenge or equivalent.

Point allocation should be determined by the Contracting Officer, in collaboration with the Business Owner, but should not be less than 5% and should not exceed 15% of the total technical merit score, and where a GHG evaluation criterion is specified there should be no minimum mandatory technical score. If other socio-economic criteria form part of the evaluation, the point allocation may need to be adjusted accordingly.

Use this clause in conjunction with A9076T and A3020C or A3022C if applicable. Use this clause in conjunction with A3015T and A3015C if the high complexity or medium complexity templates are not used.

Instruction to contracting officers: Select “bidder”, “offeror” or “supplier” accordingly.

The bidder/offeror/supplier should demonstrate in its bid/offer/arrangement that they are participating in Canada’s Net-Zero Challenge, by providing a signed participant letter from Environment and Climate Change Canada.

OR

The bidder/offeror/supplier should demonstrate in its bid/offer/arrangement that they are participating in an equivalent initiative other than the Net-Zero Challenge, by providing evidence of participation from the issuing organization. Refer to PN-157 for List of Equivalent Initiatives.
