Purpose
The purpose of Policy Notification 91R1 (PN-91R1) is to provide updated guidance on the debriefing process.
Effective date
PN-91R1 and the related changes to the Supply Manual, SACC Manual and Standard Procurement Templates are effective immediately.
Policy
In addition to other changes, this PN includes specific direction on providing a feedback session instead of a debriefing when a solicitation is cancelled and reissued. When a solicitation is cancelled and reissued, it is very important that contracting officers provide the same information to all bidders/offerors/suppliers, in a generic format, to ensure fairness, openness and transparency throughout the procurement process.
Revisions to the Supply Manual
In support of this PN, the Supply Manual has been updated. To view the modified sections, please refer to Affected Supply Manual Section(s) below.
Revisions to the Standard Acquisition Clauses and Conditions (SACC) Manual
Changes have been made to the SACC. To view the modified clauses, please refer to Affected SACC Manual Section(s) below. Contracting officers are to incorporate these changes into their procurement documents.
Revisions to the Standard Procurement Templates
The following standard procurement templates have been revised. Contracting officers are to incorporate these changes in their procurement documents.
- February 2013 Low Dollar Value Bid Solicitation and Resulting Contract Template (Simple)
- February 2013 Medium Complexity Bid Solicitation and Resulting Contract Template (MC)
- February 2013 Higher Complexity Bid Solicitation and Resulting Contract Template (HC)
- February 2013 Request for Standing Offers Template (RFSO)
- February 2013 Request for Supply Arrangements Template (RFSA)
