Through consultation and engagement activities, Public Services and Procurement Canada (PSPC) works with industry and other government departments and agencies to understand and address important federal procurement issues. PSPC also produces reports to assist other departments and agencies in improving their procurement activities.

Updates to Code of Conduct for Procurement – January 2021
Public Services and Procurement Canada (PSPC) seeks feedback on updates to the Code of Conduct for Procurement to include new expectations relating to human and labour rights.
The Code applies to all vendors who respond to bid solicitations and/or provide goods and services where PSPC is the procurement authority.
Practitioner’s Guide for Procurement Pricing - December 2020
Public Services and Procurement Canada has further developed the Practitioner’s Guide for Procurement Pricing (“The Guide”).
The Guide is intended to inform those involved in Government of Canada contracting of the required steps and factors to be considered in making procurement pricing decisions, including aligning the pricing with the overall procurement strategy, objectives and priorities.
The development of the Guide has been divided into three phases. Phase 1, Phase 2 and Phase 3 are now complete and have been incorporated into one master document, the Practitioner’s Guide for Procurement Pricing.
Contract Modernization Initiative - July 2020
Public Services and Procurement Canada has developed a new conceptual model for its contractual documents.
The report, Rethinking Government Contract: A Conceptual Model has been released. This report outlines a contractual model being considered to modernize the content and structure of government contracts to better reflect commercial best practices.
Vendor Performance Management (VPM): What We Heard – a Summary of Stakeholder Engagement - June 2020
The Acquisitions Program produced a report entitled Vendor Performance Management (VPM): What We Heard – a Summary of Stakeholder Engagement based on consultations from across the country. Conducted in March and April 2019, the purpose was to gather feedback from vendors on a draft version of the Vendor Performance Management Policy.

Study of Participation of Small and Medium Enterprises in Federal Procurement - September 2012
The Office of Small and Medium Enterprise and Strategic Engagement (OSME-SE) undertook a study entitled; Study of Participation of Small and Medium Enterprises in Federal Procurement , in order to gather information about the small and medium enterprise (SME) experience with federal government procurement. The feedback from this study establishes a solid base of data that will help OSME-SE in its efforts to improve access for SMEs and reduce barriers to federal procurement.
