New Procurement Tool for Translation Bureau Conference
Interpretation Services

Public Works and Government Services Canada's (PWGSC)
Acquisitions Branch (AB) and the Translation Bureau (the Bureau)
would like to develop a new procurement tool for the Bureau's
conference interpretation services.

The implementation of a new procurement tool is part of an
extensive transformation initiative by the Translation Bureau
aiming to simplify and improve its procurement processes and its
client service.

In order to develop a satisfactory procurement tool to meet the
Bureau's needs, PWGSC will be undertaking an extensive
consultation process.

In 2014 and 2015, the AB and the Bureau will be organizing
various engagement activities. These activities will provide
opportunities for suppliers, professional associations and
universities with interpretation programs to express their views
about the new procurement tool. All stakeholders will be asked
to submit comments and recommendations using communications
tools made available to them and to actively participate in
various engagement activities.

The AB and the Bureau are thus seeking relevant recommendations
for the purpose of developing an effective procurement tool that
is tailored to the Bureau's conference interpretation service

The following list shows the main engagement activities
(approximate dates).
Information webinar (Fall 2014)

Initial meetings with the industry (Winter 2015)

Posting of the first draft version* of the procurement tool and
the related online questionnaire (Spring 2015)

Focus groups (Spring 2015)

Posting of the second draft version* of the procurement tool
(Summer 2015)

Implementation of the procurement tool (Fall 2015)

*Please note that stakeholders can submit their comments and
suggestions during the posting periods of the draft versions of
the procurement tool.

By having open and transparent discussions with the industry,
the AB and the Bureau intend to develop an effective procurement
tool that will help the Bureau standardize and enhance its
contracting practices and increase productivity.

For suppliers, implementation of the new procurement tool will
make contracting easier and will strengthen the principles of
transparency and fairness.

Ultimately, the purpose of this coordinated procurement approach
is to improve service delivery to our partners, to our clients
and to Canadians, and to ensure best value for the government.

To keep abreast of proposed activities, please visit the
Buyandsell.gc.ca site frequently.

If you have any questions or comments about engagement
activities, please email them to Eric Labelle at

Thank you for your interest in this process. I hope that many of
you will participate in the engagement activities.
