Nature of Requirements: 

The Statement of Work is as follows:
(a)  To carry out work on the Canadian Coast Guard Vessel Canadian Coast Guard Ship CCGS Gordon Reid in accordance with the associated technical specifications detailed in Annex A; and
(b)  To carry out Unscheduled Work authorized by the Contracting Authority.

Work Period
Work must commence and be completed as follows:
Commence: January 4, 2021;
Complete: March 15, 2021.

By submitting a bid, the Bidder certifies that it has sufficient material and human resources allocated or available and that the above work period is adequate to both complete the known work and absorb a reasonable amount of unscheduled work.

Sourcing Strategy
The sourcing strategy related to this procurement will be limited to suppliers in the Area of Origin of the vessel (Western Canada), in accordance with the PWGSC Supply Manual Article 3.170.10(b). This procurement is subject to CFTA and is exempt from NAFTA [see Chapter 10, Annex 1001.2b, paragraph 1 (a)] and from the WTO-AGP (see Annex 4).  

Optional Vessel Viewing 
With extended health and safety protocols in place, vessel viewings will be conducted one Bidder at a time during scheduled appointments in Port Hardy, BC on October 14, 2020 between 12:00 p.m. and 4:00 p.m. (local time) and on October 28, 2020 between 8:00 a.m. and 4:00 p.m. (local time).
Appointments will be scheduled on a first come, first serve basis. 
No more than 3 representatives of a Bidder, including their planned subcontractor representatives, may attend any given scheduled appointment. Physical distancing practices must be followed at all times in accordance with provincial and federal regulations and protocols, and as further instructed by Canada's representatives. Note that participants may be subject to screening for COVID-19 symptoms. Any participant deemed to be exhibiting symptoms will not be granted site access. 
The time allocated to each appointment includes the duration of the vessel viewing and the time required to walk to the vessel from the designated meeting location after any symptom and security screenings. All participants will be required to immediately disembark the vessel upon the termination of the allocated duration of the appointment and proceed to the designated site exit.
Bidders must submit their appointment request by e-mailing the Contracting Authority the name(s) of the planned participants by 11:59 a.m. (Pacific Daylight Time) on October 23, 2020. The Bidder will then be assigned an appointment, advised of any personal protective equipment requirements, and logistical details.

Optional Bidders' Conference
The Bidders' Conference will be held via teleconference at 1:00 p.m. (Pacific Daylight Time) on October 30, 2020. Registered participants will be provided logistical details. 
Bidders are requested to register the individuals who will be attending the Bidders' Conference by e-mailing the Contracting Authority. The Bidders' Conference will be cancelled if no Bidders register by 3:00 p.m. (Pacific Daylight Time) on October 29, 2020.

Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Pacific Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority. 
Suppliers are required to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.

Faxed and hard copy (submitted in person or via mail/courier) bids will not be accepted for the subject bid solicitation.

Preliminary Notification
Pending the completion of the bid evaluation process, each Bidder will be notified of its preliminary ranking within 5 working days of the solicitation closing date. The notification will be made by e-mail by the Contracting Authority.

Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days of receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
