If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. TITLE: Buhler MLU-202 Automatic Laboratory Grain Mill The Grain Milling and Barley/Malting Research unit of the Canadian Grain Commission (CGC) Grain Research Laboratory has a requirement for the supply and delivery of two (2) Buhler MLU-202 Automatic Laboratory Grain Mills. The CGC would like to add the option to purchase up to an additional three (3) Buhler MLU-202 Automatic Laboratory Grain Mills within three (3) years from initial contract award date. The Buhler MLU-202 provides milled wheat flour that is essential to the success of the Canadian Grain Commission's (CGC's) wheat quality assurance and research activities as outlined in Strategic Outcomes #1 and #3 (see below) http://www.grainscanada.gc.ca/cgc-ccg/sopa-rsap-eng.htm #1. Quality Assurance This program activity is concerned with consistent, accurate, and reliable grain quality and grain safety assurance through standardized procedures and monitoring. The Canadian Grain Commission inspects grain as it is received by terminal elevators and as it is loaded for export at terminal, transfer and primary elevators. Inspection and certification services include testing, detecting and measuring toxins, and testing end-use quality. The Canadian Grain Commission continually reviews and adapts all aspects of Canada's grain quality assurance system to the requirements of grain buyers and Canada's grain sector. The Canadian Grain Commission addresses buyer complaints about grain shipment quality. #3. Grain Quality Research This program activity supports grain quality and grain safety assurance through testing, monitoring, research, and development. The Canadian Grain Commission conducts research to understand grain quality and grain safety factors. The Canadian Grain Commission researches and develops methods and tests for measuring and evaluating grain quality and grain safety. The Canadian Grain Commission conducts research on grain standards and specifications. Milled wheat flour is used on a daily basis for a variety of analytical testing. These are standard procedures used to evaluate wheat flour and wheat end products as part of the CGC's quality assurance and research activities. The results of these tests are published and used throughout both the domestic and international wheat markets, and they must be reliable and accurate. The Buhler MLU-202 is approved by The American Association of Cereal Chemists (AACC) as standard equipment for wheat quality evaluation (AACC Approved International Method 26-10.02 Experimental Milling and AACC Approved International Method 26-21.02 Experimental Milling - Buhler Method for Hard Wheat). The grain industry standard in North America and internationally is the Buhler MLU-202. In order to reliably compare producers milled grain samples to those provided by the CGC, the Buhler lab mill MLU-202 is required. Any interested supplier must demonstrate by way of a statement of capabilities that its system meets the following requirements: Is approved by AACC, AACC Approved International Method 26-10.02 Experimental Milling and AACC Approved International Method 26-21.02 Experimental Milling - Buhler Method for Hard Wheat. Must have a minimum wheat grinding capacity of between 100 - 200 grams / minute. Must have a minimum of two (2) fluted break rolls and two (2) smooth reduction rolls. The length of both sets of rolls must measure between 195-205 mm (length of grinding surface). The grinding action of the rolls must be in a Dull / Dull configuration. Roll diameter must be between 145 -155 mm. Gear ratio for both sets of rolls must be 2:1. The back roll must run faster than the front roll. Back roll speed must not exceed 500 rotations per minute (rpm). Front roll speed must not exceed 250 rpm. The machine must have a complete pneumatic conveying system to move the milled product: this will consist of a fan; piping; plexiglass cyclones and discharge airlocks The break rolls must have three (3) different corrugations along the length of the roll. B1= 40mm long with 6.4 corrugations/cm; 4% spiral: 0.2 land and style of grooves= 21. B2= 90mm long with 8.0 corrugations/cm; 4% spiral: 0.1 land and style of grooves=18. B3= 70mm long with 9.5 corrugations/cm; 4% spiral: 0.1 land and style of grooves =18. Must have divided sifter compartments with removable clothed sieve frames and automatic sieve cleaning Sieve Clothing Requirements (a full set must be installed on the unit upon delivery): B1/top sieve=#40 mill grade steel wire cloth B2/top sieve=#40 mill grade steel wire cloth B3/top sieve= #45 mill grade steel wire cloth B1/bottom sieve=132 - PA-10MF nylon cloth B2/bottom sieve=132 - PA-10MF nylon cloth B3/bottom sieve=132 - PA-10MF nylon cloth Reduction rolls top and bottom sieve = 150 - PA-9MF nylon cloth This procurement is subject to the following trade agreement(s): Agreement on Internal trade (AIT) The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection: Government Contract Regulations, Part 1, Section 6(d) only one supplier (person or firm) is capable of performing the contract. The following exclusion(s) and/or limited tendering reasons are invoked under the: Agreement on Internal Trade (AIT) Article 506-12 (b); Where there is an absence of competition for technical reasons and the goods or services can be supplied only by a particular supplier and no alternative or substitute exists.
