Trade Agreement: NONE Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Comprehensive Land Claim Agreement: No Nature of Requirements: Letter of Interest (LOI) Parks Canada Agency Ontario Waterways Program Industry Day 1. Purpose and Nature of the Letter of Interest (LOI) Public Works and Government Services Canada (PWGSC) wishes to inform Industry of an upcoming program of work on behalf of Parks Canada Agency (PCA). The objective of this LOI is to advise industry of an upcoming Engagement Session which will: - Provide industry with information about the PCA Ontario waterways program. - Provide industry an opportunity to share information on current marketplace and supplier capabilities and to learn more about Government of Canada procurement processes This LOI is not a call for tender or a Request for Proposal (RFP). No agreement or contract will be entered into based on this LOI. The issuance of this LOI is not to be considered in any way a commitment by the Government of Canada, nor as authority to potential respondents to undertake any work that could be charged to Canada. This LOI is not to be considered as a commitment to issue a subsequent solicitation or award contract(s) for the work described herein. Respondents are encouraged to identify, in the information they share with Canada, any information that they feel is proprietary, third party or personal information. Please note that Canada may be obligated by law (e.g. in response to a request under the Access of Information and Privacy Act) to disclose proprietary or commercially-sensitive information concerning a respondent (for more information: http://laws-lois.justice.gc.ca/eng/acts/a-1/). Participation in this LOI is encouraged, but is not mandatory. There will be no short-listing of potential suppliers for the purposes of undertaking any future work as a result of this LOI. Participation in this LOI is not a condition or prerequisite for the participation in any potential subsequent solicitation. Respondents will not be reimbursed for any cost incurred by participating in this LOI. The LOI closing date published herein is not the deadline for comments or input. Comments and input will be accepted any time up to the time when/if a follow-on solicitation is published. 2. Background Information: On March 13, 2015, the Government of Canada, announced $2.6 billion in investments for Parks Canada infrastructure across Canada. This investment announcement, the largest in PCAs history, includes support for infrastructure deferred work to heritage, visitor experience, waterway and highway assets located within national historic sites, national parks & national marine conservation areas across Canada. By halting the loss of irreplaceable built heritage and renewing visitor facilities, Parks Canada is restoring the vast majority of its assets that are aging or at the end of their life-cycle, allowing current and future generations of Canadians to experience and connect meaningfully with their special places. In June 2015, infrastructure investments were announced totalling more than $330 million for Parks Canada waterway sites in Ontario. These infrastructure investments will repair, rehabilitate or replace the network of locks & bridges across Ontarios Trent-Severn Waterway. Further funding is targeted at work along the iconic Rideau Canal, including significant work along the portion of the Rideau Canal in the downtown core of the nations capital between the Ottawa Locks and Dows Lake. 3. Potential Work Scope and Constraints: In addition to the announced infrastructure investments, it is anticipated that additional work will be planned in years 2017-18 to 2019-20 to address deferred work on waterways. The majority of the work for Ontario waterways will be on the Trent Severn Waterway and the Rideau Canal. The major asset types include dams, navigation locks, canal walls, wharves and vehicular bridges (both fixed and moveable). The work will require the following industries: - Concrete - Repair and Restoration, - Carpentry, - Mechanical - Gates and Locks, - Metal Fabrication, - Painting, - Earthwork - excavation, backfill, landscaping, - Erosion Protection, - Welding, - Heavy Civil and Hydrogeology Engineering. PCA is mandated to provide navigation services on the Trent-Severn Waterway and RideauCanal between May and October of each year. Dams must be operated year-round to maintain water levels within prescribed ranges in both the navigation and non-navigation season. PCA administers 52 vehicular bridges on Ontario waterways providing vital linkages in communities. Bridge closures must be minimized and this is a key project constraint. Waterways infrastructure projects present challenges related to working in a marine environment, while respecting PCAs mandated responsibilities and stakeholder expectations. 4. Parks Canada encourages the participation of aboriginal firms in the delivery of program elements through the Procurement Strategy for Aboriginal Business (PSAB), joint ventures, and sub-contracting, etc. where these approaches are viable. Aboriginal firms are encouraged to attend this Industry Engagement Day, or otherwise contact the Office of Small and Medium Enterprise and Aboriginal Affairs and Northern Development Canada for more information on contracting with the Federal Government. To register, please email the PWGSC Contracting Authority above by 10:00 a.m. on November 24, 2015. Due tospace considerations for the Industry Engagement Day presentation room (address provided above), eachparticipant may only register up to 2 representatives from its company/association. Non-attendance at the Industry Day will not preclude a supplier from bidding on any future requirement should follow-on solicitations be issued.
