Trade Agreement: WTO-AGP/NAFTA/Canada FTAs with Peru/Colombia/Panama Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Comprehensive Land Claim Agreement: No Nature of Requirements: EQ754-170864/A Jackson, Dahlia Telephone No. - (416) 512-5918 Fax No. - (416) 512-5862 Email firstname.lastname@example.org EQ754-170864/A, Peterborough, Ontario - Trent-Severn Waterway Central Bundle Prime Consultant SCOPE OF SERVICES: Public Works and Government Services Canada (PWGSC) on behalf of Parks Canada Agency (PCA), intends to retain a suitably qualified engineering firm, with sub-consultants as necessary, in the capacity of Prime Consultant for the provision of a multidisciplinary team to fulfil the services required for this project. PWGSC has partnered with PCA to deliver this infrastructure project on the Trent-Severn Waterway (TSW) over the next 4 years. The objective of the project is to improve the structural integrity and public safety on the waterway while protecting its heritage value and character-defining elements to the extent possible and promoting visitor experience. Implementation of this project is to be carried out through a Construction Management arrangement with the Construction Manager providing advisory services during design and acting as General Contractor and Constructor during construction. PWGSC will retain the Construction Manager under a separate arrangement. PWGSC intends to engage Design Consultants to prepare the design and construction documents for two (2) Sitesof this project through separate arrangements. Each Design Consultant may have one or more Sites assigned to them. PWGSC may engage additional specialty consultants to assist with various aspects of the work. In order to achieve the project objectives, PWGSC will also engage the services of a Prime Consultant to undertake the design and construction documents for six (6) Sites and provide technical support, andsite engineering services during the construction and post construction phases for all Sites identified for this project. The Prime Consultant shall review, accept and implement as appropriate the construction documents prepared by the other Design Consultants and work in collaboration with the Construction Manager, the project team and all stakeholders through the PWGSC Departmental Representative. OPTIONAL SITE VISIT: Arrangements have been made for a tour of one of the work Sites. The sitevisit will be held on Tuesday, September 27, 2016 at 09:30 a.m. at Lock 19 at 804 Morphet Avenue, Peterborough, Ontario, K9J 8T2. Proponents should dress according to outdoor weather conditions and wear safety boots or hiking shoes as well as a reflective vest as a minimum personal safety apparel. Proponents are requested to communicate with the Contracting Authority named on the RFP - Page 1 two (2) business days before the scheduled visit to confirm attendance and provide the name(s) of theperson(s) who will attend. Proponents may be requested to sign an attendance form. Proponents who do not attend or send a representative will not be given an alternative appointment. Proponents who do not attend will not be precluded from submitting a proposal. Any clarifications or changes to the solicitation resulting from the site visit will be included as an amendment to the solicitation. RFP DETAILS: This Request for Proposal (RFP) is a One-Phase process, Proponents responding to this RFPare requested to submit only one proposal. Proposals will be evaluated for both technical content and price. Proposals are to cover the Proponent's Achievements on Similar Projects, the Achievements of Senior Team Leaders and Engineering Team Members,the Proponents Understanding of the Project Milestones, Schedule and Consultant Team Personnel Requirements, the Proponents Overall Design Approach and proposed pricing. The proposal rankings will be based on 80% for technical evaluation and 20% for price. The Proponent whose responsive proposal achieves the highest total score is the first entity that the Evaluation Board will recommend be approached in order to finalize details of an agreement for the provision of the required services. The purpose is to select the highest ranked experienced firm of Consultants and sub-consultantsto fulfil the services required for this project. *** Engineering firms interested in providing these services may order the Request for Proposal documents whichare distributed through the Government Electronic Tendering Service (GETS).
