Description
Trade Agreement: Canadian Free Trade Agreement (CFTA) Tendering Procedures: The bidder must supply Canadian goods and/or services Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: Disposal of former ATHABASKAN W8482-182411/a Pilon, Chantal Telephone No.819) 420-2914 Email : chantal.pilon@pwgsc.gc.ca The Department of National Defence has a requirement to dispose of, through Ship Breaking, the former HMCS ATHABASKAN, an IROQUOIS-Class ship hull classification; TRIBAL CLASS DESTROYER. The Contractor will be required to prepare the ship for transfer, transfer the ship to the Approved Site, demilitarize the Controlled Goods and subsequently break (dismantle and dispose or recycle) the vessel in an efficient and environmentally responsible manner in accordance with the Canadian Laws and the terms of the resulting contract. There are security requirements associated with this requirement. For additional information,consult Part 6 - Security, Financial and Other Requirements, and Part 7 - Resulting Contract Clauses. For more information on personnel and organization security screening or security clauses, Bidders should refer to the Contract Security Program of Public Works and Government Services Canada (http://www.tpsgc-pwgsc.gc.ca/esc-src/introduction-eng.html) website. The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA). In accordance with the Basel Convention, the Canadian Environmental Protection Act (1999), the Export and Import of Hazardous Waste and Hazardous Recyclable Material Regulations SOR/2005-149 and the Operational Requirements of the Government of Canada the sourcing strategy relating to this procurement will be restricted to Canadian companies. This procurement is subject to the Controlled Goods Program. The Defence production Act defines Canadian Controlled Goods as certain goods listed in Canadas Export Control List, a regulation made pursuant to the Export and Import Permits Act (EIPA). There is a mandatory bidders conference and site visit associated with this requirement where personnel security screening is required prior to gaining access to CONTROLLED GOODS AND PROTECTED information, assets or sites. Consult Part 2. Bidder Instructions. The Federal Contractors Program (FCP) for employment equity applies to this procurement; refer to Part 5 - Certifications and Additional Information, Part 7 - Resulting Contract Clauses and the annex titled Federal Contractors Program for Employment Equity - Certification.
