Amendment 002:

This amendment 002 is raised to respond to questions from industry.

Q2: As an example firm #1 may have completed five different 1 month projects in the last 6 months which would enable them to qualify for Band 3.

On the other hand, firm #2 may have a 1 year project which consists of 4 milestones and finishes in March 2020.  It seems clear that firm#1 can submit all five 1 month projects as consideration for entry into Band 3. 
However, we are wondering about the situation for firm #2?
Firm#2 may have completed 3 of the 4 milestones in the 1 year project, each with their own deliverables.  

Would they be able to count those as 3 projects even though the overall project is not finishing till March 2020?

A2: The supplier must demonstrate, as a prime contractor or subcontractor,  to have successfully delivered AI products, solutions, or services within at least one of the three determined AI areas of work* within the last three years. This includes having clearly describing the scope, complexity, results and outcomes. At least one reference** must be provided per project. 

Breaking down a single project in to 4 milestones is not considered the same as 4 successfully delivered projects. 

All other terms and conditions remain the same. 


Amendment 001:

This amendment 001 is raised to respond to questions from industry. 

Q1: Mandatory M1 says that the supplier should have delivered AI products/solutions/services within one of the 3 areas in the last 3 years. Elsewhere in the M1 description, it says that to qualify for Band 3 the supplier should have delivered at least 5 AI projects - there is no mention of a timeline for the latter.
To qualify for Band 3, do all 5 cited projects have to be in the last 3 years or for example, can 3 projects have been delivered in the last 3 years and 2 projects 7 or 8 years ago?

A1: In order to qualify to Band 1, 2, or 3 of the AI source list, all projects must be delivered within the three years of the source list refresh date of January 13, 2020. 

All other terms and conditions remain the same.



(Existing suppliers who have already qualified for the AI source list need not re-apply unless they wish to qualify to a higher band)

The purpose of this refresh is to re-open the source list to qualify new suppliers to the list of pre-suppliers (hereinafter referred Source List) who meet all of the mandatory criteria (see section 2.3) to provide Canada with responsible and effective AI services, solutions and products. Subsequently, solicitation opportunities will be competed amongst the pre-qualified suppliers on the Source List for AI covering a variety of desired outcomes and needs.  

Suppliers meeting all the mandatory requirements will be eligible for inclusion on the Source List.

This Invitation to Qualify is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), and the Canadian Free Trade Agreement (CFTA).  For subsequent solicitations, the decisions on applicability of Trade Agreements will be made on case-by-case basis based on appropriate criteria.

This notice amendment is to revise the list of qualified suppliers.


1. Introduction

The purpose of this Letter of Interest is to announce the pre-qualified list of suppliers (hereinafter referred Source List) who met all of the mandatory criteria to provide Canada with responsible and effective AI services, solutions and products. Subsequently, solicitation opportunities will be competed amongst the pre-qualified suppliers on the Source List for AI covering a variety of desired outcomes and needs pursuant to Invitation to Qualify (ITQ) No. EN578-180001/A.  

2. Source List

As indicated in the ITQ, Canada intended to pre-qualify suppliers within three Bands. For a definition of each Band, please see Annex 4 of ITQ No. EN578-180001/A.
