Revise the AI Supplier List 2. Respond to questions from industry Source List Quarter 1 - 2020 As indicated in the ITQ, Canada intended to pre-qualify suppliers within three Bands. These qualified suppliers will be invited to compete on subsequent for any requirements within the scope and value of this Source List. 2. Questions from industry Q5: Article 1.3 of Annex 5 states: 1.3 In addition to all other information required in the Invitation to Qualify, the Supplier must provide the following: 1.3b. with its response, a complete list of all foreign criminal charges and convictions pertaining to itself, its affiliates and its proposed first tier subcontractors that, to the best of its knowledge and belief, may be similar to one of the listed offences in the Policy. The list of foreign criminal charges and convictions must be submitted using an Integrity Declaration Form, which can be found at Declaration form for procurement. For the response to this ITQ do we need to include in the response the information requested above in Annex 5-1.3b & Annex 5-1.4d - that is, do we need to include: 1.A complete list of all foreign criminal charges A5: Yes. 2. And if so would we use the Integrity Declaration Form, which can be found at https://www.tpsgc-pwgsc.gc.ca/ci-if/declaration-eng.html A5: Yes. Q4: Supplier must provide examples of successfully delivered AI services, solutions and/or products aligned to the categories provided in the introduction section. This includes describing the scope and complexity of the project and the specific results and outcomes achieved. 1.Will examples (of successfully delivered results and outcomes) be considered by Canada as eligible when the overall project is not fully complete at the time of submitting the response to the ITQ? A4: No, Canada will only consider successfully delivered projects. 2.If not then will examples (of successfully delivered results and outcomes) be considered by Canada as eligible when the overall project is not fully complete at the time of submitting the response to the ITQ but the overall project *will* be completed before the response closing date (of the current refresh period)? A4: The referenced project work must be completed by the published closing date of the quarter the submission to qualify is received from the supplier. Q3: The ITQ states Reference would include written description of the work completed and contact information. 1.What does the work completed mean in this context? The project description will already cover what work was completed in the overall project. Is this statement asking for a description the specific role/responsibilities that the individual named as a reference had in relation to the project? If not, can you please provide an example of the type of information being asked for here? A3: Work completed means successfully delivered work. 2.What does Reference would include mean here? Are you asking that the named reference (for the project in question) would need to provide a written description? If so would that be included in our response or would they be contacted by Canada at a later date to provide? A3: Please see response to questions 24 (c) and 70 of the original ITQ solicitation located here, https://buyandsell.gc.ca/procurement-data/tender-notice/PW-EE-017-33817, under amendments 006 and 009. Q2: As an example firm #1 may have completed five different 1 month projects in the last 6 months which would enable them to qualify for Band 3. On the other hand, firm #2 may have a 1 year project which consists of 4 milestones and finishes in March 2020. It seems clear that firm#1 can submit all five 1 month projects as consideration for entry into Band 3. However, we are wondering about the situation for firm #2? Firm#2 may have completed 3 of the 4 milestones in the 1 year project, each with their own deliverables. Would they be able to count those as 3 projects even though the overall project is not finishing till March 2020? A2: The supplier must demonstrate, as a prime contractor or subcontractor, to have successfully delivered AI products, solutions, or services within at least one of the three determined AI areas of work* within the last three years. This includes having clearly describing the scope, complexity, results and outcomes. At least one reference** must be provided per project. Breaking down a single project in to 4 milestones is not considered the same as 4 successfully delivered projects. Q1: Mandatory M1 says that the supplier should have delivered AI products/solutions/services within one of the 3 areas in the last 3 years. Elsewhere in the M1 description, it says that to qualify for Band 3 the supplier should have delivered at least 5 AI projects - there is no mention of a timeline for the latter. To qualify for Band 3, do all 5 cited projects have to be in the last 3 years or for example, can 3 projects have been delivered in the last 3 years and 2 projects 7 or 8 years ago? A1: In order to qualify to Band 1, 2, or 3 of the AI source list, all projects must be delivered within the three years of the source list refresh date of January 13, 2020. 3.
