This requirement is for the Department of Fisheries and Oceans

Title :  Call center services specializing in marine mammals, Quebec Region.


This statement of work is for a contract to provide Call center services specializing in marine mammals, Quebec Region.

The purpose of this requirement is to provide specialized services and expertise as required for the implementation and management of an integrated system for processing incoming calls in French for the reporting of incidents involving marine mammals, and develop protocols to coordinate required actions with various government and non-government stakeholders.

This service will be used to coordinate specialists' actions during incidents involving marine mammals, to meet the requirements of the Department of Fisheries and Oceans (DFO), Quebec Region.


The services are to be performed during the period commencing on July 1st, 2014 and are to be completed by June 30th, 2015 with option to renew for one (1) additional one (1) year period as detailed in the Statement of Work.


There is no Security Requirement to perform work under this contract.


Unless instructed otherwise under the supplementary conditions, all right, title and interest relating to Intellectual Property conceived or developed in performing the work under the Contract shall vest in and remain the property of the Contractor except that if the Contractor independently declares that it has no intention or capability of commercially exploiting the said Intellectual Property, the ownership of such Intellectual Property shall vest in Canada.


A1. Comprehensive knowledge of Gulf of St. Lawrence marine mammals (distribution, behaviour, etc.)

A2. Comprehensive knowledge of stakeholders in marine mammal monitoring in Quebec

A3. Comprehensive knowledge of the habitats and physical environments of Quebec marine mammals

A4. In-depth knowledge of general biology

A5. Specialized personnel who can provide the required services

A6. Bilingual, with fluent French

A7. Provide proof of having significant experience (5 years minimum) in disentangling marine mammals.

Proposals that do not meet the above mandatory requirements will be deemed non-compliant and will not be considered.
