Description

Solicitation Number – 13-22118 (A)
An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre identified contractor.  If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government’s contracting policy have been met.  Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board’s electronic bidding authorities. If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government’s electronic tendering service or through traditional means, in order to award the contract.

Provisions in accordance with the Government Contracts Regulations - only one person or firm are capable of performing the contract.

The National Research Council wishes to award a contract to Wasey Consultants Inc.
The sole source is based on a highly unique set of skills for calibrating “Forward Scattering Spectrometer Probes” (FSSP) and measurements of ice particles in the aviation industry.
FSSP, a class of optical instruments designed to measure size and concentration of particles suspended in the air (such as cloud droplets) are equipped on NRC’s fleet of Aircraft. The probes are used to support multiple projects at NRC and to fulfill contracts with NRC clientele. In this instance, the FSSP will be used on the NRC T33 for participation in the international collaborative research into contrails, with NAS and DLR of Germany.
Wasey Technical Consultants is the only known vendor that has the know-how to calibrate and support on going requirements for the calibration and measurement capabilities to satisfy the on-going requirements for NRC’s fleet of aircrafts.  
The Forward Scattering Spectrometer Probe (FSSP) must be supported and calibrated to allow NRC the capability to work on various projects with NRC’s industrial partners including NASA, DND, Transport Canada and the RCMP.

The level of effort for this contract is: $7200.00 plus taxes
Contract duration is to commence upon contract signature and terminate no later the March 31st 2014. Contract may be subject to negotiation with the supplier. NRC reserves the right to negotiate future contracts with the consultant up to a $99,999.99

IP: There are no IP considerations for this contract.

Suppliers who consider themselves fully qualified and available to provide the services/goods described herein (including the interdependency criteria from a scheduling perspective with other work being done internally that results in, as well as impacts, the timeline alluded to above), as well as with the necessary expertise and appropriate contacts with relevant and major global semiconductor memory device manufacturers for the associated critical market analyses (and understanding of paths to markets), may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice.  The statement of capabilities must clearly demonstrate how the supplier meets all of the advertised requirements.
