Library and Archives Canada has a requirement for the provision of repair and maintenance services of motion picture film equipment, and related audio-visual equipment. The purpose of this Advance Contract Award Notice (ACAN) is to signal the government’s intention to award a contract for these services to KL Archival Film Equipment in Almonte, Ontario. Before awarding a contract, however, the government provides other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the fifteen calendar day posting period. If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period that meet the requirements set out in the ACAN, the government will proceed to a full tendering process on either the government’s electronic tendering services or through traditional means, in order to award the contract. If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the pre-selected supplier. The required services include: construction, repair, maintenance and modification to motion picture liquid-gates, used for optical film copying on Oxberry printers (16mm and 35mm formats and obsolete formats such as 8mm, Super8mm, 9.5mm and 28mm motion picture); construction, repair, maintenance and modification to all related devices such as sprocket drives, pins, gears, pumps, vacuums, viewers, hoses, camera mechanisms, film magazines, filters, etc.; construction, repair, maintenance and modification to motion picture contact film printers, including, but not limited to Bell and Howell Model C, D, and J printers, including ancillary gear such as light boards, punch tape readers, FCC cueing systems and all related devices such as sprocket drives, pins, gears, pumps, vacuums, viewers, hoses, light housings for sound and camera, filters, safe lights, etc.; repair and maintenance of sensitometric and densitometic equipment including Herrnfeld Macbeth, and GMF machinery, including testing and calibration; repair, construction and modification of motion picture film cleaning equipment, including Lipsner-Smithand PTR rollers installation and upkeep; repair and modification of motion picture film timing and analysis equipment, including Bremson and Colormaster models; repair and modification of motion picture film editing equipment, specifically Intercine flatbed viewers and Steenbeck viewers, including machines for 16mm, 35mm, 8mm, super8mm, 9.5mm and 28mm film formats; repair and modification of motion picture film processing equipment, specifically Triese Engineering 16mm/35mm demand drive unit, and related chemical mixing tanks and systems, including automatic replenishment feed and delivery systems; construction, repair and modification of motion picture film equipment such as, shrinkage gauges, synchronizers, splicers (cement/tape/ultrasonic), rewind, and related rollers, pins, power supplies, etc.; repair and modification of 16mm/35mm motion picture projectors, specifically Kinoton models and related amplifiers, rectifiers, power supplies and controls; related activities as required such as dismantling and construction of equipment, warehousing of obsolete equipment, preparing equipment for transportation, packing, building custom crates, etc. for equipment shipments etc.; construction and installation of custom work spaces, including light tables, shelving, including electrical and mechanical installations; and, related mechanical repairs and customized work solutions for audio and video equipment. The period of the proposed contract is for a total of two (2) years from October 15, 2013 to October 14, 2015 with the possibility for LAC to exercise two (2) one year option. The estimated cost of the proposed agreement is of $84,000.00 per year (excluding taxes). The proposed supplier has unique experience in the construction, repair and modification of motion picture printer liquid gates, contact printers, motion picture optical/liquid gate printers, sensitometric and densitometic equipment, and motion picture film timing and analysis equipment. The proposed supplier has proven unique expertise and skills in the manufacture of replacement parts for obsolete equipment, the manufacture of precision equipment within exacting standards required for motion picture film analysis, copying and treatment, demonstrated knowledge of photographic optics as related to motion picture film analysis, copying and treatment, demonstrated knowledge of photographic optics as related to motion picture cameras, printers and related equipment, skills in the construction of custom equipment for obsolete motion picture film formats (28mm, 8mm, 9.5mm film), and in problem solving solutions to archival motion picture film equipment. Consequently, the department has invoked: Exception (d) of the Government Contracts Regulations- only one firm is capable of performing the Contract. Applicable Limited Tendering Provision under WTO-AGP Article XV.1(a) under NAFTA Article 1016.2(a) Suppliers who consider themselves fully qualified and available to meet the specified requirements may submit a statement of capabilities in writing to the contract person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The closing date and time for accepting statements of capabilities is October 16, 2013 at 2pm (EST).
