Description

This is a requirement of the Department of Fisheries and Ocean Canada. 

Title: 
CONSTRUCTION OF TWO (2) CONCRETE FOUNDATIONS FOR STEEL STRUCTURES INCLUDING THE DISMANTLING, THE DEMOLITION 
AND THE DISPOSAL OF THE EXISTING TOWERS WITH THEIR FOUNDATIONS 

Settlement:

The existing concrete bases located on the sites of Traverse de Nicolet FL (NLF 2117) and RL
(NLF 2118) are components of a Canadian Coast Guard (CCG) navigation range.  These bases were built in 1960’ and now show signs of aging.  It has been decided to proceed to the complete replacement of these structures.

Work description: 

The works covered by this mandate include the construction of two (2) concrete foundations and the erection of two new steel towers and their equipment, including the manufacturing and installation of the steel platform (FL) as show on the drawing.  The dismantling, the demolition and the proper disposal of the existing structures are part of this mandate as well.

The heights of the two towers are as follows:
Traverse de Nicolet FL fifteen feet (15 ft)
Traverse de Nicolet RL seventy five feet (75ft)

More specifically, the works can be summarized as follows, but are not limited to:

Mobilization, demobilization and support during the works;

Setting up of a temporary access road to the site of the FL (if required);

Installation, power supply and maintenance of the Aid to Navigation Lantern (supplied by CCG) on a temporary structure at the option of the Contractor (drawings signed and sealed by an Engineer, member of the OIQ and submitted and approved by CCG) for each site. The temporary light must be kept in place until the new structure will be erected and the permanent light will be fully in function.  The CCG Survey Department will help the Contractor with the alignment of the temporary lights;

Temporary protection fences to secure the excavations (if deemed necessary by the CCG representative);

Disconnection of existing power supplies;

Recovery of existing electric facilities;

Management of water and Ice (site of FL);

Dismantling, demolishing and disposal of the existing towers and reinforced concrete bases;

Construction of two (2) new reinforced concrete foundations (drawing Appendice A). Since the works will take place in winter, the use of heated shelter is expected;

Pick up of the steel towers at Canadian Coast Guard, located at 101 Champlain Bld, Quebec G1K 7Y7

Assembling and installation of the two new steel structures as well as their accessories, including the installation of the fall arrest rails;

Assembling and installation of aluminium day marks at the top of each structure;

Installation of power supply and lanterns, including grounding; 

Supply and installation of the fence on the site of the RL;

Cleaning and restoration of the sites;

Preparation of « As Built » drawings and short photographic reports;

All the other works described herein and on the drawings.

The peculiarities of work to be done on these sites are described in detail in the specifications document and in the attached drawings.

Location:

Traverses de Nicolet FA (2117)

From wharf Port Saint-François, take the Chemin du Fleuve, drive 1,8km.  The Front Light is located at the end of the 3rd Avenue, on the shore of the Saint Laurence River.

Traverses de Nicolet FP (2118)

From the intersection of Route du Port and Route Soixante, drive West for 0,9 km on the route des Soixante.  Take the dirt road bounded by electric poles.  The Rear Light is located near the woods. 

Duration:

All works must begin no later than two weeks after the contract award.  The works must last no longer than six weeks and must be finished by March 31st 2014;

Selection Criterion :

The choice of the Contractor will be done solely on the basis of the lowest bid.  However, Bidders should imperatively meet all the Eligibility Criteria.

Eligibility Criteria:

The Contractor must have a valid RBQ Licence;

The works must be done under the supervision and the responsibility of only one contractor having qualifications and relevant experience to insure the quality of the works.  The person responsible of the project who is in the field must have at least 5 years of experience in the field of tower erection and the field workers must have been trained for a work in height.

The Tenderers must provide evidence with the bid that met all the criteria mentioned in this article, OTHERWISE, THE BID MAY BE REJECTED.
