In view of the rapidly evolving situation regarding COVID-19, government departments and agencies are restricting access to their buildings, systems and installations. This is not only affecting employees; it is also affecting suppliers and contractors.

PSPC Contracting Authorities are instructed to reach out to clients to assess the urgency and need for contracted work to be performed, and determine if it is an essential core activity or not. The ultimate decision rests with the Client Technical Authority.

In addition, PSPC Contracting Authorities are instructed to reach out to their clients and contractors to assess whether contractors are experiencing, or may experience, any challenges, such as workforce availability or supply chain disruption that would jeopardize the delivery of this work.

On this page are specific instructions and a series of draft questions and answers to support PSPC Contracting Authorities, clients and suppliers in navigating the current situation as it relates to procurement. This information is being made available to contracting authorities across government. Contracting Authorities should however consult with their procurement head to confirm that these guidelines are consistent with policies and practices within their own department.
