Vaccination requirements for landlord personnel
PSPC’s landlord personnel (e.g. employees, contractors, subcontractors) accessing Public Services and Procurement Canada’s (PSPC) leased premises for any reason must have attested to being fully vaccinated. Federal government workplaces include all places of work under the responsibility of the Government of Canada within Canada where federal government employees are present.
Existing leases
PSPC’s landlords with current leases that require that they access PSPC premises or space to perform work are subject to the vaccine requirement.
Meeting the requirements: Providing attestation of vaccination
You are considered fully vaccinated if you have received the following:
- The full series of an accepted COVID-19 vaccine or a combination of accepted vaccines, including the following:
- Two (2) doses of any combination of Moderna Spikevax, Pfizer-BioNTech Comirnaty or AstraZeneca Vaxzevria (including CoviShield)
- One (1) dose of Janssen (Johnson & Johnson) COVID-19 vaccine

Providing attestation of vaccination
Existing leases
PSPC’s landlords must submit an attestation form by October 29, 2021, certifying that their personnel who access PSPC premises will be fully vaccinated as of November 15, 2021. PSPC’s landlords who do not submit the attestation may be subject to further measures.
PSPC will provide further information and instructions regarding the implementation of the vaccination requirement and attestation for PSPC’s landlords shortly.
Future leases
As of October 29, 2021, all new leases will require an attestation of vaccination as a lease obligation.
Accommodation measures
All personnel of PSPC`s landlords (e.g. employees, contractors and subcontractors) accessing the leased premises of PSPC are fully vaccinated unless accommodated based on a certified medical contraindication, religion or another prohibited ground for discrimination as defined under the Canadian Human Rights Act.
In such cases, PSPC’s landlords are expected to inform the responsible Property Manager as soon as possible of the following:
- Number of such personnel
- Impacted work locations
- Steps the contractor proposes to undertake to mitigate any associated risks (such as regular rapid testing)
Any accommodation measures are subject to approval by PSPC.
PSPC’s landlords should not share any personal information with PSPC.
Monitoring
PSPC’s landlords will be responsible for monitoring their personnel’s adherence to the vaccination requirement. PSPC will ensure that notices to that effect are posted in PSPC premises.
Failure to meet requirements
PSPC’s landlords who do not provide the required attestation, or who are subsequently discovered to have provided a false attestation, may be subject to additional measures.
