Remarks – Recommended Use of SACC Item

Include the following in solicitations that are subject to the Nunavut Directive, are limited to competition among firms on the Inuit Firm Registry (IFR), and will evaluate Inuit Benefits Plans (IBP).

For each new procurement that is subject to the Directive, an up-to-date supplementary template (Inuit Benefits Plan (IBP), IBP Progress Report and IBP Evaluation) must be obtained from Strategic Policy Sector’s Indigenous Procurement Policy Division (IPPD).

Note: Percentages related to Inuit Benefits Plan criteria are at their default weightings in the example provided. Contracting Authorities must ensure that the percentages applied to each criterion is appropriate and in accordance with the Nunavut Directive. In solicitations where technical merit will not be point rated, the title and clause must be adjusted accordingly.

  1. To be declared responsive, a bid must:
    1. comply with all the requirements of the bid solicitation;
    2. meet all mandatory criteria, including being registered on the Inuit Firm Registry (IFR);

Option 1

  1. obtain the required minimum of _______ (insert minimum number of points) points overall for the technical evaluation criteria which are subject to point rating.
    The rating is performed on a scale of ___________ (insert total number of available points) points.

  1. obtain the required minimum points specified (choose "for each criterion" or "for criterion number ___" or "for criteria numbers ___, ___") for the technical evaluation, and
  2. obtain the required minimum of ____ (insert minimum number of points) points overall for the technical evaluation criteria which are subject to point rating.
    The rating is performed on a scale of ____ (insert total number of available points) points.
  1. Bids not meeting the requirements specified in Section 1 will be declared non-responsive.
  2. The selection will be based on the highest responsive combined rating of total Inuit Benefits Plan (IBP) merit, (if applicable, insert “technical merit,”) and price. The ratio will be 30% for the total IBP merit, (if applicable, insert “ __% (percentage for technical merit) for the technical merit”) and __% (insert percentage for price) for price.

  1. To establish the technical merit score, the overall technical score for each responsive bid will be determined as follows: total number of points obtained / maximum number of points available, multiplied by the ratio of ___ (insert percentage value for technical merit).
  2. To establish the pricing score, each responsive bid will be prorated against the lowest evaluated price and the ratio of ___% (insert percentage for price) as follows: lowest evaluated price / bid price, multiplied by the ratio of ___ (insert percentage value for price).
  3. The IBP merit score for each criterion will be determined as follows: The total number of points obtained for that criterion / maximum number of points available for that criterion, multiplied by the percentage ratio applicable for that criterion.
  4. The total IBP merit score is the combined sum total of all individual IBP merit scores.

  1. For each responsive bid, the total IBP merit score for each criterion, (If applicable, insert “the technical merit score,”) and the pricing score will be added to determine its combined rating.
  2. Neither the responsive bid obtaining the highest technical score nor the one with the lowest evaluated price will necessarily be accepted. The responsive bid with the highest combined rating of total IBP merit score, (if applicable, insert “technical merit score,”) and pricing score will be recommended for award of a contract. In the case of a tie, the bid with the lower price will be selected.

The table below illustrates an example where all three bids are responsive and the selection of the contractor is determined by a 30/45/25 ratio of total IBP merit score, technical merit score, and pricing score, respectively. In this example, Inuit employment is weighted at 10%, Inuit Training and Skills Development is weighted at 10%, Inuit Ownership (Contractor and subcontractors) is weighted at 5%, and Location in the Nunavut Settlement Area (NSA) is 5%. Note that this is for illustrative purposes only and the values for the present solicitation may differ.
