Public Services and Procurement Canada (PSPC) coordinates public opinion research (POR) in the Government of Canada (GC) and is responsible for developing government-wide procurement tools for POR.

Within PSPC, the Public Opinion Research Directorate (PORD) provides advisory, coordination and knowledge management services to federal departments and agencies and collaborates with the Communication Procurement Directorate (CPD) to develop procurement tools, such as standing offers, for POR services.

The purpose of this Request for Information (RFI) is to obtain feedback from industry to assist in the development of new procurement tools for POR Services that would replace the current POR procurement tools, which are set to expire on September 30, 2021.

This is an RFI and not a bid solicitation. This RFI will not result in the award of any contract. The issuance of this RFI must not be considered in any way a commitment by the Government of Canada, nor as authority to potential respondents to undertake any work that could be charged to Canada. Suppliers of any goods or services described in this RFI should not reserve stock or facilities, nor allocate resources, as a result of any information contained in this RFI. 

The following information is provided to interested suppliers:

- Annex "A" - Information and Objectives: Background information on the current Standing Offers and considerations for the new procurement tools

- Annex "B" - Industry Questions and Response Template: Specific questions for which PSPC is seeking industry input

Respondents should provide their comments and, where applicable, alternatives, recommendations, as well as rationales regarding how the requirements or objectives described in this RFI could be satisfied. Respondents may answer some or all of the predefined questions, and may offer additional comments beyond the predefined questions, as desired.

Respondents should explain any assumptions they make in their responses. 


a)  Use of Responses: Responses will not be formally evaluated. However, the responses received may be used by Canada to develop or modify procurement strategies or documents for a new Request for Standing Offer (RFSO). Canada will review all responses that are received by the RFI closing date, and may at its discretion, review responses received after the RFI closing date.
b)  Review Team: A review team composed of representatives of Canada will review the responses. Canada reserves the right to engage any independent, or use any Government resources that it considers necessary to review any response. Not all members of the review team will necessarily review all responses.

c)  Confidentiality: Respondents should mark any portions of their response that they consider proprietary or confidential. Canada will handle the responses in accordance with the Access to Information Act and the Privacy Act.

d)  Follow-up Activity: Canada may, at its discretion, contact any respondent to follow up with additional questions or for clarification of any aspect of a response.
