IN-SERVICE SUPPORT OF NRCAN’S SATELLITE INFRASTRUCTURE AND DEVELOPMENT OF THE INUVIK SATELLITE STATION FACILITY ********************************************************************** MANDATORY SITE VISIT - INUVIK SATELLITE STATION FACILITY (ISSF) Bidders who do not attend or send a representative will not be given an alternative appointment and their bids will be rejected as non-compliant. It is mandatory that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for site visit to be held on April 16, 2015 at 8:30 AM Mountain Daylight Time at the Inuvik Satellite Station in Inuvik, Northwest Territories. Bidders must communicate with the Contracting Authority no later than 4 business days before the scheduled visit to confirm attendance and provide the names of the person(s) who will attend. OPTIONAL SITE VISIT - PRINCE ALBERT SATELLITE STATION (PASS) It is recommended that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for a tour of the work site. The site visit will be held on April 20, 2015 at 8:30 AM Central Standard Time at the Prince Albert Satellite Station, Prince Albert, Saskatchewan. Bidders must communicate with the Contracting Authority before the scheduled visit to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders who do not confirm attendance and provide the name(s) of the person(s) who will attend as required will not be allowed access to the site. ********************************************************************* Natural Resources Canada (NRCan) has a requirement for the In-Service Support (ISS) of NRCan’s Satellite Infrastructure and development at the Inuvik Satellite Station Facility (ISSF). There are two aspects of work under this requirement: 1) In-Service Support (ISS) of NRCan’s antenna and control systems at the Prince Albert Satellite Station (PASS), Gatineau Satellite Station (GSS) and NRCan’s infrastructure at the Inuvik Satellite Station Facility (ICAN) sites, and 2) Development of the Inuvik Satellite Station Facility (ISSF) to its full potential as an international, multi-use, science and technology facility, with an emphasis on Earth Observation. The ISS requirement at PASS, GSS and ICAN is for operating and maintaining the GoC antenna systems, including control, monitoring and data capture systems. In nominal cases the systems will be automated and intervention by the Contractor will be required in non-nominal cases. Facility maintenance is required for PASS and ICAN. The ICAN facility includes video surveillance as well as a building management system that monitors the facility environment, including the diesel generator. The development of the ISSF is expected to align and contribute to Canada’s Northern Strategy by: 1) Exercising our Arctic sovereignty 2) Protecting our environmental heritage 3) Promoting social and economic development The services will be delivered to Prince Albert, Gatineau and Inuvik. The Government of Canada will retain ownership of the land and its own antennas and related equipment at all sites. The Contractor will be granted exclusivity to provide hosting services to clients wishing to establish Earth Observation and or other authorized infrastructure at Canada’s Inuvik Satellite Station Facility (ISSF). Exclusivity is defined as the right to provide hosting services to new clients at the ISSF without competition from other service providers. The period of the contract is from date of contract to June 30, 2023, with an irrevocable option on the part of Canada to extend the contract by up to two (2) additional periods of three (3) years each. Canada’s maximum funding available for the initial eight (8) year contract period and two (2) option periods of three (3) years each is $17,000,000.00 (Applicable Taxes extra, as appropriate). Any cost in excess of the maximum funding will be construed as a Contractor’s commitment of additional funding to the Contract. This disclosure does not commit Canada to pay the maximum funding available. Bidders must provide a list of names, or other related information as needed, pursuant to section 01 of Standard Instructions 2003. For services requirements, Bidders in receipt of a pension or a lump sum payment must provide the required information as detailed in article 3 of Part 2 of the bid solicitation. There is a Federal Contractors Program (FCP) for employment equity requirement associated with this procurement; see Part 5 - Certifications, Part 7 - Resulting Contract Clauses and the annex named Federal Contractors Program for Employment Equity - Certification. The requirement is subject to the provisions of the Agreement on Internal Trade (AIT) and is limited to Canadian services. This procurement is subject to the Inuvialuit Final Agreement, and the Gwich’in Comprehensive Land Claims Agreement. Bid Preparation Instructions Part 3, Bid Preparation Instructions of the solicitation document, provides bidders with instructions on how to prepare their bid. Evaluation Procedures and Basis of Selection Part 4, Evaluation Procedures and Basis of Selection, of the solicitation document indicates how the evaluation will be conducted, the evaluation criteria that must be addressed in the bid, and the basis of selection. Bids will be assessed in accordance with the entire requirement of the bid solicitation. Delivery Date: Above-mentioned The Crown retains the right to negotiate with suppliers on any procurement.
