Distribution, to senior management, of CPAAs, procurement plans and contract summaries for requirements over $1 million is a condition of the Minister's delegation of contract approval authorities.
Further to the standard distribution prescribed by the Supply Manual (procedures 6.656 and 6.667) and complementary internal procedures, CPAAs, procurement plans and contract summaries for procurements valued greater than $1 million must be provided to the following distribution lists:

The Minister's condition on delegation related to contracts valued
greater than $1 million includes the requirement to delay contract
awards for a period of 48 hours after distribution of
notices to senior management.
This is intended to provide the list
of mandatory recipients of CPAAs and contract summaries a reasonable
opportunity to view the approval document, and provide comments
if deemed appropriate prior to entry into contract.
The condition to delay procurement actions for 48 hours is not
related to the procurement planning activity. Therefore, solicitation
activities may proceed as soon as the procurement plan or the CPAA
is approved.
CPAAs must be resubmitted where there has been a significant change
from the originally approved plan.
