Description
Trade Agreement: NONE Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: No Nature of Requirements: Background: BID CLOSING DATE IS EXTENDED TO 2:00PM EDT AUGUST 4, 2020. In response to the COVID-19 pandemic, the Government of Canada is collaborating with the provinces and territories on the bulk procurement of personal protective equipment (PPE) for front-line health care workers in the provinces/territories. As a result, the Public Health Agency of Canada (PHAC) requires the assistance of a major logistics service provider for an overall solution including, but not limited to, customs documentation and brokerage (for goods arriving from outside Canada), receipt at a Canadian port of entry or at suppliers own warehouse, deconsolidation, stocktaking, secure warehousing, inventory management, responsive reporting and onward movement of these critical products to various locations in each of the provinces and territories. The services will be required for a period of 2 years with an option to extend the contract by an additional 1 one-year period. This contract is being put in place by Canada as part of its response to the COVID-19 pandemic. The national security exceptions provided for in the trade agreements have been invoked; therefore, this procurement is excluded from all of the obligations of all the trade agreements. The requirement is limited to Canadian services. The evaluation criteria include, but are not limited to: a. Bidder must have a minimum of 3 years of experience in the last 10 years assuming full control of supply chain activities from Point of Entry to Point of Delivery; b. Bidder must use a real-time Warehouse Management System; and c. Bidder must have a minimum monthly capacity to transport 27,000 inbound/outbound pallets. The intent is to award a Contract to the responsive bid with the highest combined rating of technical merit and price. The technical merit of the bid is 70% of the rating. The evaluated cost is 30% of the rating. The evaluated cost will be the aggregate cost of the contract period and the option year detailed in Annex B. Bidders Conference A bidders conference will be held on ZOOM on July 21, 2020. The conference will begin at 3 p.m. EDT. The scope of the requirement outlined in the bid solicitation will be reviewed during the conference and questions will be answered. It is recommended that bidders who intend to submit a bid attend or send a representative. Bidders are requested to communicate with stanley.chui@pwgsc.gc.ca before the conference to obtain the ZOOM meeting ID and password. Bidders should provide, in writing, to stanley.chui@pwgsc.gc.ca, the name(s) of the person(s) who will be attending and a list of issues they wish to table no later than July 21, 2020, at 1 p.m. EDT. Any clarifications or changes to the bid solicitation resulting from the bidders conference will be included as an amendment to the bid solicitation. Bidders who do not attend will not be precluded from submitting a bid. Delivery Date: Above-mentioned The Crown retains the right to negotiate with suppliers on any procurement.
