VIDEO BASED MEASUREMENT SYSTEM

1.  Advance Contract Award Notice (ACAN)

An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identifiedsupplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

2.  Definition of the Requirement

Defence Research and Development Canada (DRDC)  Valcartier requires the provision of one (1) horizontal video measurement system for mechanical parts inspection in his metrology laboratory, and for delivery at DRDC-Valcartier, 2459, route de la Bravoure, building 53, Québec, QC,  G3J 1X5 Canada.  The installation andtraining will be carried out by the contractor.

One of a kind specifications of this system are horizontally mounted camera and workstage load capacity up to 110 pounds (50kg). These two features are essentials for DRDC-Valcartier when inspecting weapon components such as guns, shells and missiles parts.

3.  Evaluation Criteria of Statement of Capabilities (Minimum Essential Requirements)

Any interested supplier must demonstrate by way of a statement of capabilities that its equipment meets the following specifications:

The horizontal video measurement system must meet the following specifications:

SPECIFICATIONS:
a)  Frame: Steel construction

b)  Workstage:
- Hard anodized aluminum construction
- Stage dimensions (minimum): 540mm X130mm
- Stage travel (minimum): 400mm X 150mm
- Focus travel (minimum):51mm
- Maximum load capacity (minimum): 50kg
- Helix angle adjustment ±15° with Vernier scale

c)  Illumination system: LED illumination for surface and profile lighting.

d) Vision system:  5 megapixel color camera (2448x2058 pixels) with VED (Video
     Edge Detection)

e)  Positioning system:  Manual (X-Y and focus axis) via hand wheels

f)  Scales :  Scales for 0.5um (0.00002) resolution for X and Y axis

g)  Field of view: Ultra-low distortion max. 0.001%

h)  Network communication:  10/100 Base T connection. Ethernet protocol.

i)  Software:  Integrated measurement software with dxf format files import / export
    capabilities. Integrated report generator capabilities.

j)  Computer:  Integrated PC computer, Windows 7 Professional operating system.

k)  Monitor:  24 minimum touch screen color monitor.

l)  Keyboard:  Anti-damage integrated keyboard

m)  Warranty:  1 year minimum

The following accessories for the horizontal video measurement system must be provided and meet the following requirements:

-  .30x Tele-centric lens,  (Quantity: 1)
-  VED (Video Edge Detection) Mag Checker,  (Quantity: 1)
-  Field of view calibration grid,(Quantity: 1)
-  Precision Rotary Vise 1-1/4 Capacity, (Quantity: 1)
-  32 High Cabinet Stand, (Quantity : 1)

4.  Applicability of the trade agreement(s) to the procurement

This procurement is subject to the following trade agreements:
 
- Agreement on Internal Trade (AIT)
-  NorthAmerican Free Trade Agreement (NAFTA)

5.  Justification for the Pre-Identified Supplier

The supplier selected in advance and identified with the section 9, The L.S. Starrett Company of Canada Ltd, is toour knowledge the only supplier meeting all the specifications required in the section 3.  

6.  Government Contracts Regulations Exception(s)

The following exception(s) to the Government Contracts Regulations is invoked for this procurement under subsection:  6(d)  only one person is capable of performing the work". 

7.  Exclusions and/or Limited Tendering Reasons

The following exclusions and/or limited tendering reasons are invoked under the:

- Agreement on Internal Trade (AIT)  Article 506.12(b);
- North American Free Trade Agreement (NAFTA)  Article 1016.2b).

8.   Delivery date

Products must be delivered 2 weeks after contract award and no later than March 29, 2016.

10.  Suppliers' right to submit a statement of capabilities

Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in theACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate howthe supplier meets the advertised requirements.

11.  Closing date for a submission of a statement of capabilities

The closing date and time for accepting statements of capabilities is March 8, 2016 at 2:00 p.m. (EST).

You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the contracting officer identified above.

An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.  However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.

Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.

The Crown retains the right to negotiate with suppliers on any procurement.

Documents may be submitted in either official language of Canada.
