It is imperative that the request be done as soon as possible to ensure timely receipt. Notwithstanding Canada must not be held responsible for untimely release of the technical data.

Please request as soon as possible to allow for processing time - a delay in submitting your request will not be grounds for extending the bid solicitation period.

The Sealed Patterns are available for viewing at the following Public Works and Government Services Canada (PWGSC) regional offices:

The Technical Data Package forms part of the solicitation, however it is also available for viewing at the PWGSC regional offices.


The requirement is for the establishment of a National Individual Standing Offer (NISO) for the Department of National Defence, Directorate of Soldier Systems Program Management (DSSPM), for the supply of Garrison Patches and Badges in accordance with Annexes “A”, “A-1” and “B” and “B-1 Technical Specifications and Technical Supplements (and in accordance with the sealed samples).

Orders will be issued on an “as and when requested” basis for a period of 24 months with the possibility to extend the Standing Offer for three (3) additional 12-month periods.

Delivery is to be made to either 25 CFSD Montreal, Quebec or 7 CFSD Edmonton, Alberta as specified in each individual Call-Up document.

The requirement is subject to a preference for Canadian goods and/or services.  The requirement is conditionally limited to Canadian goods.

This RFSO allows offerors to use the epost Connect service provided by Canada Post Corporation to transmit their offers electronically. Offerors must refer to Part 2 of the RFSO entitled Offeror Instructions and Part 3 of the RFSO entitled Offer Preparation Instructions, for further information on using this method.

To ensure a response before the bid closing date, all enquiries about this requirement must be submitted in writing and received by the Contracting Authority at least seven (7) calendar days prior to the bid closing date.
