The HSS uses inflatable oil containment booms with an oil collection reservoir. The HSS separates any oil encountered from the water as it advances, gathering the collected oil for temporary storage in the oil collection reservoir. The HSS will be used in protected waters (such as bays and harbours) to recover spilled oil ranging in viscosity from diesel to heavy fuel oil. The CCG will use the HSS to facilitate recovery efforts while reducing the possibility of polluting shorelines and other resources. This procurement is part of the Environmental Response Equipment (ERE) Program for the CCG, and forms part of the Oceans Protection Plan announced in November 2016. Under the ERE Program, CCG is renewing its suite of environmental response (ER) equipment, ensuring a robust and strategic national response capability. The ERE Program will replace aging ER equipment and introduce some new technologies to over 80 locations across the country through approximately 50-100 unique procurements for different types of equipment. This procurement is subject to the Nunavut Agreement (also referred to as Nunavut Land Claims Agreement), Inuvialuit Final Agreement, and Gwichin Comprehensive Land Claim Agreement. The Federal Contractors Program (FCP) for employment equity applies to this procurement; refer to Part 5 Certifications and Additional Information, Part 7 - Resulting Contract Clauses and the annex titled Federal Contractors Program for Employment Equity - Certification Bidders intending to submit bids should obtain solicitation documents from the Government Electronic Tendering System (GETS) at http://BuyAndSell.gc.ca.
