Technical and project management services on an “as and when” requested basis on behalf of Fisheries and Oceans Canada (DFO) to support environmental incident response and recovery.

1.2 Background

DFO has a mandate is to ensure safe and secure navigable waters, sustainably manage fisheries and aquaculture, and conserve and protect aquatic ecosystems and species. In Pacific Region, approximately 1000 environmental incidents (e.g. oil spills in marine or terrestrial environment) are reported each year. While the majority of the reported incidents are small with negligible risk to the environment, others may be large and require a significant response to protect human health and the environment.

DFO primarily supports to the Canadian Coast Guard (CCG) by providing advice and/or recommendations that inform response actions that protect the resources it manages—including fish, marine mammals, aquatic ecosystems, and aquatic species at risk and their critical habitats. Specific support efforts may involve the development and implementation of multi-disciplinary sampling programs, the sampling of water, sediment, and/or plants and biota. It may also include long-term monitoring, and/or ecological/human health risk assessments that use established scientific methods and tools.

1.3 Objectives

The purpose of this request is to solicit proposals for Standing Offers (SO) from companies with the ability to provide environmental services following an environmental incident. Successful proponents will work with DFO to implement, undertake and/or manage environmental works during an incident response; these works may include various forms of environmental field sampling/data collection, monitoring, ecological/human health risk assessments, advisory services, and/or environmental remediation services.

1.4 Scope of the Requirement

During an incident, DFO will work hand-in-hand with the SO Holder to provide guidance and scope to the types and magnitude of work that needs to be completed. However, environmental incident responses (e.g. oil spill response) are inherently variable in scope and scale—meaning that work requirements will vary greatly depending on the specific circumstances. Successful proponents will be expected to use their skills and expertise to lead the project management in collaboration with DFO. In addition, successful proponents will be expected to scale the project to the needs of DFO. If the size and scope of work is too great for a company to complete alone, they are expected to use subcontracting options in order to complete work as necessary.
