The Department of Foreign Affairs, Trade and Development (DFATD) has a requirement for the professional services of an evaluation team to perform the meta-evaluation of the decentralized evaluations.

The purpose of the meta-evaluation of decentralized evaluations is to provide DFATD with:
1. an assessment of the quality of Decentralized evaluations;
2. a set of recommended actions by Evaluation Division to improve the quality of DFATD tools, guidance and planning processes to increase the credibility, reliability, validity and use of evaluations; and
3. a set of opportunities to improve management information systems supporting the storing and sharing of evaluation knowledge.

Given the importance of independence in the performance of this meta-evaluation, Bidders are invited to refer to paragraph 4 – Conflict of Interest - Unfair Advantage in form TECH-2 – Certifications for details.

The purpose of this notice is to invite formal costed proposals from eligible Consultants. On the basis of the formal proposals, one Consultant will be invited to negotiate a contract for the provision of services. DFATD reserves the right to refuse any or all proposals received.

The amount allocated to this contract will not exceed three hundred and forty-four thousand eight hundred Canadian dollars (CAN $344,800.00) excluding applicable taxes. The anticipated contract duration is eight (8) months.


Since the evaluations functions in English and in French, the working languages for this requirement are English and French.


The Consultant must carry out the meta-evaluation in conformity with the “OECD/DAC (2010) Quality Standards for Development Evaluation” and best practices in evaluation.


To meet the requirement of the assignment, DFATD is seeking to retain the services of a Consultant with a set of demonstrated and verifiable capabilities.

The Bidder must meet the mandatory requirement. The Bidder must demonstrate that it has led and completed one meta-evaluation assignment within the past 10 years.


Proposals should be presented following the instructions provided in the Request for Proposal document to be obtained through the GETS on the Internet ( Please note, DFATD does not send out RFPs directly to interested Consultants.
