Use the following clause when there is no technical evaluation criteria in the request for standing offers and the basis of selection will be the responsive offer with the lowest evaluated price.

Legal text for SACC item

An offer must comply with the requirements of the Request for Standing Offers to be declared responsive. The responsive offer with the lowest evaluated price will be recommended for issuance of a standing offer.
