The Procurement Strategy and Performance Management Directorate of Public Works and Government Services Canada (PWGSC) works with procurement specialists and stakeholders across government departments to implement fair, competitive, and transparent national strategies to manage selected goods and services.

Create and recommend an annual plan for Goods and Services Management
Every year, the Procurement Strategy and Performance Management Directorate produces the Annual Government-wide Plan for Goods and Services Management that recommends the goods and services to review for the coming fiscal year.
The directorate selects the list of goods and services for review by the Assistant Deputy Minister (ADM)/Director General/Regional Director General Council. The Council determines the final list of goods and services to review and recommends the list to the ADM, Acquisitions for approval.
Govern the Commodity Management Policy and the policy on the Review Process for Standing Offers and Supply Arrangements
The Commodity Management Policy and the corresponding Commodity Management Framework govern the management of goods and services and the development of national procurement strategies.
The Procurement Strategy and Performance Management Directorate works with the subject matter experts in PWGSC and other government departments to develop pertinent procurement policies for the good or service. This is accomplished by using the goods and services management analysis to create a national strategy that is subsequently shared with client departments and suppliers.
The national strategies clearly define the approach that PWGSC will use to manage the procurement of goods and services. Once finalized, strategies and any relevant analyses are published for the period of time that they are in force on the Government Electronic Tendering Service (GETS), available through the Tenders minisite.
Coordinate the creation of national strategies to manage goods and services
The Procurement Strategy and Performance Management Directorate and other socio-economic stakeholders such as Procurement Assistance Canada and Green Procurement conduct an independent analysis of the overall management of the good or service. This is done to ascertain the marketplace, industry demographics, risk, government buying power and overall consistency across government.
The preliminary analysis leads to a draft national strategy that is shared with client departments as well as suppliers through a consultation process. The outcome is a national strategy that will be used to manage the good and/or service in question for a specified number of years.
