Selling to non-federal governments and other organizations

Sell your goods to a broader market and increase your sales by using our standing offers to sell to participating provinces, territories, municipalities, school boards, hospitals and other organizations.

Eligible non-federal government buyers

The following provinces and territories have signed master user agreements that allow them to use federal procurement instruments to buy specific commodities:

  • New Brunswick
  • Newfoundland and Labrador
  • the Northwest Territories
  • Nova Scotia
  • Ontario
  • Prince Edward Island
  • Yukon

These provinces and territories can use the call-up form in the Standing Offers and Supply Arrangements Application (SOSA App) to buy goods on standing offer. Non-federal government groups in these provinces and territories may also use the call-up form. These organizations include:

  • municipal governments
  • intergovernmental organizations
  • schools
  • hospitals
  • Canadian aid agencies
  • Canadian public health organizations

Available standing offers

Currently, standing offers are in place to buy the following items from pre-qualified suppliers:

  • office supplies
  • tires
  • Motorola radios

Get on a standing offer

To get on a standing offer, watch for Request for Standing Offer (RFSO) notices that invite businesses to submit bids to become pre-qualified suppliers.

Look for RFSO notices several months before the anticipated effective date. The procurement process for a standing offer can start long before the contract is issued, depending on the nature and complexity of the requirement.

Find holders of standing offers

You can find information on pre-qualified businesses holding standing offers without having to sign in by searching standing offers and supply arrangements or downloading standing offer and supply arrangement data.

You can also use the snapshot of SOSA data to simplify your search by:

  • sorting by the start and expiry date of the procurement tool
  • finding information by good and service, rather than by pre-qualified supplier

Use this information to find opportunities to partner with these suppliers or to learn about the types of opportunities that are available.
